Assessing the Impact of Cowpea and Sorghum Research and Extension in Northern Cameroon AgEcon
Sterns, James A.; Bernsten, Richard H..
Throughout Africa, per capita food production has been declining since the early 1960s. Cameroon has sought to counter this trend by increasing agricultural productivity through research and extension. In order to establish future investment priorities, policy makers need to know if past agricultural research investments have earned sufficient returns to justify continued funding. Further, national experiences need to be compared to see if returns varied across programs, and in cases where they did, explanations need to be sought to discover why these variations exist. To address these issues, data were collected in Cameroon and analyzed in order to estimate the benefits and costs of investments in sorghum and cowpea research and extension in northern...

CAN AGRICULTURAL PRODUCTION IN THE MARGINAL LANDS CONTRIBUTE TO IMPROVING FOOD SECURITY IN THE SAHELIAN AFRICAN COUNTRIES: AN EVIDENCE FROM THE BAS-FOND RICE PRODUCTION IN MALI AgEcon
Dimithe, Georges; Bernsten, Richard H.; Staatz, John M.; Sanogo, Ousmane; Coulibaly, B.S.; Simpara, M..
To improve national food security, successive Mali governments have always focused on expanding and intensifying production in the government-managed irrigation schemes (Office du Niger), which account for about 50% of domestic rice production. Because the cost of expanding and rehabilitating those schemes is high, the government is looking for complementary cost-effective ways to achieve this goal. The government could increase domestic rice supply by investing in improving the farmer-managed inland valley swamps. Although the government has paid little attention to those marginal lands, farmers have been growing rice in these areas using traditional technologies. This paper used data from a survey of 334 bas-fond farmers and secondary data to...

EX-ANTE ASSESSMENT OF THE IMPACT OF DISEASE-RESISTANT CUCURBITS GERMPLASM IN INDONESIA AND SOUTH AFRICA AgEcon
Mather, David; Bernsten, Richard H.; Maredia, Mywish K..
This report presents a summary of the results of an ex-ante socioeconomic assessment of the potential impacts of the improved cucurbits germplasm in Indonesia and South Africa. The cucurbits technology was developed by Cornell University through support from the USAID-funded Agricultural Biotechnology Support Project (ABSP). The objectives of these assessments were to: a) investigate the current status of the cucurbits subsector in Indonesia and South Africa; b) evaluate and quantify potential/projected benefits and costs of the cucurbits technology to seed companies, producers, and consumers in Indonesia and South Africa; and c) identify key issues that ABSP researchers, the ABSP management team, and USAID need to take into account in the development and...

FINANCIAL PROFITABILITY OF MALI-SUD BAS-FOND RICE PRODUCTION SYSTEMS AgEcon
Dimithe, Georges; Bernsten, Richard H.; Staatz, John M.; Coulibaly, B.S.; Mariko, Dramane; Kergna, Alpha O..
The high costs of rehabilitating and/or expanding government-managed irrigated schemes in Mali (Office du Niger) has prompted policy-makers and researchers to explore the potential for the underdeveloped farmer-managed bas-fond to contribute to ensure an adequate rice supply and increase rural households' incomes. Because little is known about nas-fond rice production in Mali, this paper analyzes its financial profitability based on data collected from a random sample of 221 farmers. Data analysis revealed that there are numerous rice production systems in the bas-fond. Budget analysis showed that the four most common bas-fond production systems yield higher returns than the opportunity cost of labor and they are more profitable than the main upland...

Food Markets, Policy, and Technology: The Case of Honduran Dry Beans AgEcon
Martel, Pedro V.; Bernsten, Richard H.; Weber, Michael T..
To identify constraints and options to increase bean subsector’s productivity, 239 farmers and 57 city traders were surveyed, and a rapid appraisal of the El Salvadorian market was conducted. Data were analyzed with descriptive statistics, logistic analysis, and linear regression analysis. This research shows that farmers' socioeconomic characteristics, production environments, and institutional factors all affect the varietal adoption process.

Impacts of U.S. Graduate Degree Training on Capacity Building in Developing Countries: A Case Study of the Pulse CRSP AgEcon
Jamora, Nelissa; Bernsten, Richard H.; Maredia, Mywish K..
The Dry Grain Pulses Collaborative Research Support Program (Pulse CRSP) had allocated a major part of its resources to providing graduate degree training (GDT) of scientists/researchers in order to strengthen agricultural research capacity in Africa, Latin America, and the U.S. However, no systematic attempt had been made to assess the impact of this investment. The study adopted the Kirkpatrick framework as a guide for evaluating the impacts of GDT by the Pulse CRSP. The results were drawn from a survey of former trainees and researchers, supplemented by interviews with scientists and program administrators and an institutional case study. An important finding was that over 86% of host country trainees returned to their home country. In their enhanced...

ON THE USE OF PRODUCTIVITY-INCREASING TECHNOLOGIES IN SUB-SAHARAN AFRICA: THE CASE OF INLAND VALLEY SWAMP RICE FARMING IN SOUTHERN MALI AgEcon
Dimithe, Georges; Bernsten, Richard H.; Staatz, John M.; Sanogo, Ousmane; Coulibaly, B.S.; Simpara, M..
There is no improved seed-fertilizer technology available that can generate the needed growth in agricultural production in Sub-Saharan Africa to meet food demand by the rapidly increasing population. This paper identifies factors associated with inland valley swamp rice farmers' decisions to adopt "improved" varieties and/or fertilizer. To achieve this objective, input-specific logistic models were estimated using survey-generated data collected from a random sample of 221 rice plots (one per farmer) selected from a purposive sample of 12 Mali-Sud bas-fond villages during the 1995-96 cropping season. The model estimation results show that the farther the village is from the closest market, the lower the probability to adopt the "improved" variety,...

THE IMPACT OF BEAN RESEARCH IN HONDURAS AgEcon
Mather, David; Bernsten, Richard H.; Rosas, Juan Carlos; Ruano, Abelardo Viana; Escoto, Danilo; Martinez, Julio.
Since the mid-1980s, bean research in Honduras has focused on the development of improved varieties resistant to key diseases, principally Bean Golden Yellow Mosaic Virus (BGYMV), one of the main constraints to bean production in the country. This paper presents evidence of recent adoption rates of improved bean varieties, the farm-level economic impact of adoption, and the ex post rate of return to bean research in Honduras from 1982-2010. Results from a 2001 farm-level survey in the two principal bean-producing regions in Honduras show that 46 to 51% of bean farmers (depending upon the season) have adopted an improved variety, and that adoption is scale-neutral with respect to farm-size and market orientation. Due to the potential problem of sample...
